Rural Power Transmission & Distribution Projects

National Rural Electrification Project: An introduction

The National Policy of Rural Electrification prescribes that the state governments should ensure electrification of all villages. It also envisages universal access of power for all households and concessional tariffs for BPL (Below Poverty Line) households.

This scheme is implemented through Rural Electrification Corporation which may associate with other financial institutions and central power sector undertakings for this projects implementation.

This project's main objectives are:

Electrification of un-electrified villages (census villages) as on D/M/YR. In addition, the scheme may also cover de-electrified villages on a case by case basis.

Universal obligation to provide electricity to all consumers on demand and at least 10% of households per village, together with provision of electricity for public places including, school, Panchayat office, health centre, etc.

Electrification project(s) based on grid extensions as well as stand alone electrification projects based on distribution generation would be eligible for capital subsidy which would interlay cover electrification of all un-electrified villages in the state and electrification of rural households, with special dispensation for rural house holds below poverty line.

The projects would be eligible for capital subsidy for grids connected systems as well as stand alone electrification. BPL house holds in the un-electrified villages should be covered for electrification under the project as per the Kutir Jyothi norms.

The projects may also have necessary provision for setting up rural electricity backbone for establishment of adequate 33 / 11 KV sub-station system.

The projects shall have necessary provision for setting at least one distribution sub-station in each un-electrified revenue village. State Govt. shall ensure that a revenue sustainable franchise arrangement is put in position before the project is completed.
